Admiral Swaminathan, who was the Chief Guest, urged the students to carry forward the Sanawarian spirit of “Never Give In”, emphasising that discipline is not merely about following instructions but about choosing what is right over what is easy. He encouraged them to remain persistent in the face of setbacks, find a meaningful purpose in life, uphold integrity in their choices and remain grateful to the parents, teachers, coaches and friends who shape their journey.

Reflecting on his own childhood as a 10-year-old boy entering a residential military school, Admiral Swaminathan said boarding school teaches some of life’s most enduring lessons not only in classrooms but also on the playing field, in dormitories, at the dining table and through interactions with teachers and seniors. Earlier, he also paid tribute to Second Lieutenant Arun Khetarpal, Param Vir Chakra, a former Sanawarian whose courage during the Battle of Basantar in 1971 remains an enduring inspiration.

The ceremonial proceedings featured the traditional Trooping of the School Colours, followed by an impressive march past by Old Sanawarians representing the jubilee batches of 1956, 1961, 1966, 1971, 1976, 1996 and 2001, accompanied by the school band. The synchronized march by generations of Sanawarians added grandeur to the occasion and reflected the enduring bond shared by the school’s alumni.

On the occasion, the Distinguished Old Sanawarian Award was conferred to Lt Governor of Delhi Taranjit Singh Sandhu, General Gaurav SJB Rana (former Chief, Royal Nepalese Army and now Ambassador of Nepal to UK) and Maja Daruwala, a noted human rights lawyer.

Among those present on the occasion were Brigadier Adarsh Butail (Retd), President, Old Sanawarians Society, acclaimed actor Neena Gupta, and several other distinguished Old Sanawarians and eminent personalities. The Chief of the Naval Staff also congratulated the prize winners and appreciated the teachers, instructors, school staff and management for their contribution towards shaping the students.

Punjab: Trisha Studios has announced its upcoming feature film ‘Krishna Avatar Shri Ramdev Pir’, inspired by the story, spiritual legacy and enduring devotion surrounding Shri Ramdev Pir. The film is being produced by Tilok Kothari, whose decades-long personal devotion to Shri Ramdev Pir has been one of the key inspirations behind the project. Landmark 10th international conference combines scientific exchange, research and hands-on learning, with emerging therapies for knee osteoarthritis among key areas of discussion

Kolkata (West Bengal) [India], September 18: The 10th International Conference on Recent Advances in Pain (ICRAPAIN 2026) concluded successfully in Kolkata, bringing together more than 600 pain professionals for three days of scientific lectures, panel discussions, research presentations, masterclasses and practical education.

Held from September 3–6, 2026, the conference was organized by Daradia Pain Foundation with Daradia: The Pain Clinic, Kolkata, under the theme “From Evidence to Practice: Shaping the Future of Pain Medicine.”

The scientific programme covered a broad spectrum of contemporary pain medicine, including musculoskeletal ultrasound, radiofrequency procedures, neuromodulation, spine interventions, neuropathic and nociplastic pain, cancer pain, artificial intelligence and Pain Biologics and regenerative medicine.

ICRAPAIN 2026 also placed strong emphasis on research, with 52 scientific abstracts, including 42 delegate submissions and 10 faculty abstracts. The conference encouraged clinicians and young researchers to move beyond procedural learning toward evidence-based clinical reasoning, patient selection and scientific enquiry.

Pain Biologics and New Directions in Knee Osteoarthritis

One of the areas attracting considerable scientific interest was the evolving role of Pain Biologics and non-surgical treatment of knee osteoarthritis.

Lectures and discussions explored Platelet-Rich Plasma (PRP), Bone Marrow Aspirate Concentrate (BMAC), mesenchymal stromal cells and phenotype-based approaches to osteoarthritis management.

The scientific programme also discussed Ciplostem, an allogeneic bone-marrow-derived mesenchymal stromal cell therapy developed by Stempeutics Research and marketed in India by Cipla. Ciplostem has received approval from the Drugs Controller General of India (DCGI) for selected patients with Grade II and Grade III knee osteoarthritis.

New Delhi [India], September 19: A person may wake up tired after a full night’s sleep, struggle to concentrate during meetings, and feel unable to complete even routine tasks. They may stop enjoying conversations, become irritable with family and begin to question their ability to do work they once handled confidently.

The first explanation is often, “I am just stressed.”

Sometimes it is burnout. Sometimes it is depression. In many cases, the two may overlap.

The symptoms can look similar, but the underlying problem, clinical risk and appropriate treatment may be different. Understanding that difference is important because emotional exhaustion should not be dismissed as a normal cost of working hard, while depression should not be treated as something that will automatically disappear after a holiday.

When workplace stress becomes burnout

The World Health Organization describes burnout in the International Classification of Diseases, 11th Revision, as an occupational phenomenon resulting from chronic workplace stress that has not been successfully managed. It is characterised by energy depletion or exhaustion, increased mental distance or cynicism towards one’s job, and reduced professional efficacy. Burnout is specifically limited to the occupational context and is not classified as a medical disorder.

This definition helps distinguish burnout from ordinary tiredness.

A demanding week may leave someone tired, but rest, support and a return to normal workload may restore their energy. Burnout develops when workplace stress becomes prolonged, and the person does not have sufficient recovery, control, support or resources.

The person may begin to feel emotionally detached from work. Tasks that once felt meaningful may seem pointless. They may become cynical about colleagues, clients or the organisation. Even when they continue working, they may feel increasingly ineffective and disconnected from the result.

Burnout is therefore not simply “having a busy schedule.” It is a pattern of exhaustion, detachment and reduced professional confidence linked to chronic work-related stress.

Why burnout resembles depression

Burnout and depression share several symptoms.

Both can involve low energy, poor concentration, sleep disturbance, irritability, reduced motivation, withdrawal and a feeling that ordinary tasks require too much effort. A person experiencing burnout may stop participating in family life and social activities, which can look like depression from the outside.

The overlap is also recognised in research. A 2025 meta-analytic study involving 14 samples and more than 12,000 participants found a particularly strong relationship between burnout-related exhaustion and depressive symptoms. The researchers noted that the two conditions overlap substantially, even though they are not necessarily the same construct.

This means a person should not be expected to determine the diagnosis alone by searching for a symptom checklist.

A psychiatrist needs to understand where the symptoms occur, how long they have lasted, whether they improve away from work, whether the person still experiences pleasure in other areas of life and whether there are additional symptoms such as hopelessness, guilt or suicidal thoughts.

The most useful difference is context

A useful starting question is whether the distress is mainly connected to work or whether it has spread across every part of life.

In burnout, symptoms are often strongest when a person thinks about work, enters the workplace, checks email or faces a particular workload or organisational environment. They may feel some relief during time away from work, although severe burnout may not improve immediately during leave.

In depression, low mood or loss of interest may continue across settings. The person may feel unable to enjoy time with family, hobbies, food, exercise or social contact. A weekend or holiday may not bring meaningful relief because the problem is no longer limited to the work environment.

This distinction is useful but not absolute. Burnout can become severe enough to affect life outside work. Depression can also be triggered or worsened by occupational stress. The two can exist at the same time.

The question is not always “burnout or depression?” It may be “Has workplace burnout developed alongside depression, anxiety, sleep problems or substance use?”

When exhaustion becomes a broader mental-health concern

Work-related burnout deserves clinical attention when the symptoms continue despite rest or begin to affect the whole person.

Warning signs include persistent low mood outside work, inability to experience pleasure, severe sleep disruption, changes in appetite, hopelessness, excessive guilt, emotional numbness, panic symptoms, increased alcohol or substance use, repeated physical complaints and withdrawal from people or activities that previously mattered.

A person may also feel that they are failing everywhere, not just professionally. This broader sense of worthlessness is more concerning than feeling temporarily ineffective at work.

Thoughts such as “My family would be better without me,” “There is no point in continuing,” or “I cannot go on” require urgent attention. Burnout should never be used to minimise suicidal thinking or a serious decline in functioning.

The danger of calling everything burnout

The word burnout has become common in workplace conversations. This has helped people talk about exhaustion, but it has also created a risk: serious depression may be described as burnout and left untreated.

A person may assume that changing jobs, taking leave or learning time-management skills will solve the problem. These changes may be useful when the condition is work-specific, but they may not be enough when the person is experiencing a depressive episode.

The World Health Organization describes depression as involving depressed mood or loss of interest and pleasure, along with symptoms that may affect sleep, appetite, energy, concentration, self-worth and safety. Symptoms of a depressive episode occur most of the day, nearly every day, for at least two weeks.

The duration alone does not establish a diagnosis, but persistent symptoms that affect daily life should not be dismissed.

What burnout looks like in Indian workplaces

The Indian work environment can create several conditions associated with chronic stress: long working hours, high performance expectations, limited staffing, economic uncertainty, difficult managers, inadequate recovery time and constant digital availability.

A 2026 review of Indian workplace research identified workload, ineffective leadership, limited autonomy, poor work-life balance and organisational culture as important contributors to workplace stress and burnout.

A meta-analysis of 22 studies involving 8,794 participants reported an overall burnout prevalence of 52%, although estimates varied according to the occupation, region and measurement method used.

These figures should be interpreted carefully. Burnout prevalence is not the same as the prevalence of clinical depression, and different studies use different tools and definitions.

The broader message is that emotional exhaustion at work is not a marginal issue. It is a significant occupational and public-health concern that requires attention from both clinicians and organisations.

Burnout is not only an individual problem

When a person experiences burnout, the first response is often to ask what they can do differently. They may be told to meditate, sleep more, exercise or become more resilient.

These steps can support recovery, but they cannot correct a workplace that is permanently understaffed, unsafe or organised around excessive workload.

A complete response may require changes in workload, staffing, role clarity, manager behaviour, working hours, autonomy, leave practices and expectations around after-hours availability.

Workplace mental-health programmes should not consist only of motivational sessions. Employees need confidential pathways to psychiatric and psychological care, early identification of risk, manager training and organisational mechanisms for reducing harmful work conditions.

A wellness workshop cannot compensate for a workload that makes recovery impossible.

How a psychiatrist assesses the difference

At Athena, an assessment of emotional exhaustion would need to look beyond the person’s job title or workload.

The psychiatrist would explore mood, energy, sleep, appetite, concentration, ability to experience pleasure, relationships, substance use, physical symptoms, work conditions, coping strategies and personal or family stressors.

The assessment would also consider whether symptoms are confined to work or present across settings, whether the person has experienced previous episodes, whether medical factors are contributing and whether there is any immediate safety concern.

This is important because burnout may coexist with depression, anxiety, trauma-related symptoms, addiction or a sleep disorder. Treating only the workload or only the visible symptom may not address the full clinical picture.

What recovery should involve

If burnout is primarily work-related, recovery may involve reducing exposure to the stressor, restoring sleep, creating psychological distance from work, rebuilding boundaries and addressing organisational problems.

If depression is present, the person may require structured psychiatric treatment, psychological therapy, medication or a combination of interventions. Treatment decisions depend on the severity and pattern of symptoms.

Where burnout and depression overlap, recovery may require both clinical care and practical changes in the work environment.

The goal is not to return the person to work as quickly as possible without changing the conditions that contributed to the problem. The goal is to help them regain emotional stability, energy, relationships, decision-making ability and control over daily life.

What families and colleagues can notice

People experiencing burnout or depression may not always ask for help directly. Family members and colleagues may notice changes before the person recognises the seriousness of the problem.

These changes may include:

Persistent irritability or emotional numbness.

Withdrawal from family, friends or hobbies.

A sudden loss of interest in previously meaningful activities.

Frequent complaints of fatigue or poor sleep.

Increased alcohol or substance use.

A message for employers

Employers should not wait until an employee resigns, becomes absent or reaches a crisis before recognising burnout.

The early signs may appear as declining concentration, emotional detachment, increased sick leave, conflict, reduced participation or a sudden drop in confidence.

Organisations need to distinguish between individual support and organisational responsibility. Counselling can help an employee, but management must also examine whether the work itself is creating sustained psychological harm.

A practical workplace response can include reasonable workload planning, clear priorities, protected leave, manager accountability, confidential referral pathways and a culture in which seeking help does not threaten a person’s career.

The difference matters, but both deserve care

Burnout may sound like: “I cannot continue working under these conditions.”

Depression may sound like: “I cannot find pleasure or meaning anywhere.”

Sometimes both statements are true.

Emotional burnout can look like depression because exhaustion, detachment and reduced confidence affect the same areas of life that depression affects. But burnout is linked specifically to chronic workplace stress, while depression can extend beyond work and affect mood, pleasure, self-worth, physical functioning and safety.

No one should be expected to make that distinction alone.

Conclusion

Emotional burnout should not be treated as a weakness, and depression should not be dismissed as ordinary workplace stress.

The earlier a person receives the right assessment, the easier it may be to identify whether the main problem is work-related burnout, depression, anxiety, addiction, sleep disturbance or a combination of conditions.

New Delhi [India], September 19: When Russia’s economy contracted by 2.1 percent in 2022 following Western sanctions over Ukraine, Moscow had little choice but to look east to China. Already the world’s second largest economy with $17.9T GDP, China offered a lifeline. Iran, faced with it’s worst economic crisis in decades with inflation over 40 percent, needed partners willing to defy America’s pressure. What emerged was unlikely to be ideological unity but practicality-three nations that have been excluded or threatened by the West’s dominance finding strength in cooperation.

The new partnership formed faster than most geopolitical analysts expected. In 2023, China-Russia bilateral trade reached $240 Billion, a 26.3 percent increase from 2022. Russian oil exports to China reached 1.6 million barrels daily, making China Russia’s largest energy customer. Iran in late 2023 exported an estimated 1.5 million barrels of oil daily to China, bypassing American sanctions.

Economic Interdependence as Strategic Glue

This association was made out of necessity and not for any ideological purposes. The “Power of Siberia” pipeline represents such cooperation, which supplies natural gas from Russia to China. The subsidies (38 billion cubic meters per year) tie these countries together, creating the dependence that ensures there is no betrayal between them.

The figures speak for themselves. Russia’s energy sector contributes to roughly 40 percent of federal budget revenues. China, which imports 73 percent of its oil and 45 percent of its natural gas needs reliable suppliers that aren’t under Western influence. Iran possesses the world’s fourth-largest proven oil reserves (158.4 billion barrels) but can only sell to willing buyers outside the Western financial system.

China’s technology and capital flow in exchange. In 2023, Chinese investment in Russia and Iran combined to exceed $8B, filling a void when Western banks closed their doors. Chinese semiconductors-critical for everything from civilian infrastructure to military technology-replace Western technology cut off by sanctions. Russian military expertise, particularly in artillery and electronic warfare systems, is used to train Iranian forces. The exchange is practically beneficial to both sides.

The Military Component Puts New Numbers into the Equation

There is more to the military component than mere symbolism in joint military training exercises. Russia has some 140 submarines, which include 12 nuclear powered ballistic missile submarines. China operates 48 submarines of which six are nuclear powered. Iran has some 30 submarines which are predominantly diesel electric but with growing capability for cruise missile technology.

Take the Gulf of Hormuz for example. The 21-nautical mile passage sees the movement of 21% of global petroleum traffic daily (23 million barrels a day).

Russia provides advanced anti-ship missiles that can reach shipping lanes. China has submarines and maritime surveillance systems that monitor traffic. This coordination gives leverage over petroleum trade that Western naval power can’t easily ignore.

The 2021 joint Russian-Chinese naval exercise in the Sea of Japan involved 15 warships, and demonstrated capability for coordinated operations. The 2023 drill of the Arabian Sea included for the first time the participation of Iran, marking operational cooperation.

Cyber power is another capability. Chinese cyber activities have been successful in penetrating the US government network several times. Russian hackers have managed to gain unauthorized entry into critical infrastructure such as energy grid and financial systems.

Iranian operatives conducted 777 documented cyberattacks on American infrastructure between 2016-2022. While each operate independently, there is implicit coordination deniable pressure on Western societies.

Construction of Parallel Institutions

Most importantly, the alliance creates alternatives to Western-led organizations. The Asian Infrastructure Investment Bank, created in 2015, China being its largest shareholder, has funded $207 billion worth of projects in Asia without the oversight of the World Bank and the IMF. Similarly, the Shanghai Cooperation Organization, comprising 23 percent of the world’s GDP, operates without any Western participation, coordinating policy in Eurasia.

Regarding financial systems, the alliance lowers reliance on SWIFT. The first transaction between Russia and China in yuan took place in 2010; by 2023, yuan transactions became 90 percent of total Russia-China trade. Iran is creating parallel payment systems to avoid the dominance of the American banking system. These aren’t revolutionary measures but do create real alternatives to Western domination.

Structural Weaknesses

Nonetheless, there remain deeply ingrained weaknesses below this surface level. China boasts an economy worth $17.9 trillion, twice as much as that of Russia’s and three times as much as Iran’s. This translates into the existence of a balance of power in favor of China. The military mightier yet economically weaker Russia finds itself playing second fiddle, a condition that has increasingly become a source of frustration for the Russian elite class. Old tensions persist. The 4,000-km China-Russia border has historically remained militarized. Russia is wary of Chinese territorial ambitions in Central Asia; China considers the Russian presence a hindrance. In 1969, a border incident cost many lives. The rivalry is only sleeping, not dead.

Governance philosophies differ. Russia maintains Orthodox Christian nationalism. China pursues communist-party technocracy. Iran practices Shia theocratic revolution. Finding unified vision beyond “opposition to the West” is increasingly difficult as cooperation grows.

Economic vulnerabilities constrain the sustainability. Russia’s economy, dependent on energy exports subject to price volatility, lacks diversification. The 2023 oil price averaging $82 per barrel (down from $100 in 2022) has already strained budgets. Iran requires perpetual external support; its economy contracted 4.8 percent in 2023 alone. China faces demographic decline-working-age population fell 6.83 million in 2022-threatening its long-term growth trajectory.

The Realistic Assessment

This alliance poses a threat to the dominance of the West geographically, but certainly not the unmovable force that certain Western observers see it to be. Indeed, this alliance is a reality, economically dependent and possibly military significant. Yet its longevity is kept only due to outside pressure. Without this pressure, internal rivalries could arise once again.The existing power disparity, despite current management, might constitute an element of future instability. Economic weakness means that this partnership persists under continued pressure from the West or improvement in its economy.

Thus, it requires adaptation from Western countries. The assumptions of the superiority of military potential in the zones of contestation, the expectation of the success of economic sanctions in forcing compliance, and the belief in the indestructible nature of Western technological dominance – all these assumptions are becoming obsolete.

The world did not end, but it became truly multipolar. Western countries still have many resources: technology, democracy, dynamism, allies. But the era of unchallenged dominance has become history. Adjusting to this new reality entails developing resilience, fostering innovations, strengthening the democratic institutions, and acknowledging the limitations of Western power.

Jaipur. Punit Nehra of Pilani, Jhunjhunu has won the title of Mr. Rajasthan 2026 – Season 5, which the organisers describe as the state's biggest male pageant. The grand finale was held on September 13, 2026, at Hotel Trade International on Ajmer Road, Jaipur, and brought a three-day event to a close.

The pageant was organised by Infinity Takeovers Production House under the direction of Show Director Anup Choudhary. Around 3,000 young men from across Rajasthan auditioned this year, and only 33 made it to the finalist list. That works out to a selection rate of about one percent, which shows how much of the contest was decided before the finale began.

Over the three days, the finalists were assessed on far more than their looks on the ramp. The rounds included Talent, Fitness, Question & Answer, Self Styling, Swimwear, Professional Shoots, Walk, Trunk and Traditional. Together they tested skill, physical conditioning, communication and how well each contestant could present himself.

Behind Punit Nehra on the podium, Shailesh Joshi of Jodhpur finished as 1st Runner-Up, Shankar Meena of Jaipur as 2nd Runner-Up, Jitendra Choudhary of Nagaur as 3rd Runner-Up and Mehant Kumar of Jaipur as 4th Runner-Up. The top five come from four different districts, so the podium was not dominated by any one city.

Nehra is also active on social media as a content creator and influencer. A doctor by profession, Dr. Sagi Satyanarayana has devoted his spare time to writing. He reportedly authored more than 72 books within a single year. His works cover subjects such as yoga, meditation, medical sciences, emergency medicine, Aditya Darshan, Sri Sathya Sai Bhagavatam, Sri Dattatreya Guru Charitra, Shiva Rahasyalu, and various social and spiritual topics. Over a period of ten years, he is said to have authored a total of 180 books.

His extraordinary literary achievements have brought him recognition at both national and international levels. For writing and publishing an exceptional number of books within short periods, he has reportedly received four Guinness World Records.

He received his first Guinness World Record on January 28, 2016, followed by a second record in August of the same year. His third Guinness World Record was awarded on October 3, 2019, while his name was entered into the Guinness World Records for the fourth time on August 22, 2022.

The Oscar organization also praised Dr. Satyanarayana as “Bharata Pratibha Ratna” and recognized his literary achievements. Referring to his books on various subjects, the organization announced and presented him with the Oscar in Excellence Award at an event held in Australia on December 25, 2020.

In another extraordinary achievement, Dr. Sagi Satyanarayana has reportedly earned as many as 111 doctorates from universities around the world, making him a remarkable figure in terms of the number of doctoral degrees obtained. His qualifications reportedly include 15 Doctor of Science (D.Sc.) degrees, 25 Doctor of Literature (D.Litt.) degrees, and 71 Doctor of Philosophy (Ph.D.) degrees. He is said to have achieved these distinctions over a period of 41 years.

Recognition of Dr. Sagi Satyanarayana’s accomplishments continues to grow. Maa Bhuvaneshwari University, based in Indore, Madhya Pradesh, honored him with another doctorate. Sri Venkateswara Vedic University in Tirupati also conferred a doctorate upon him. Furthermore, the Vedic Hindu University, based in Ahmedabad, Gujarat, not only awarded him another doctorate but also appointed him as its Vice-Chancellor.

MFOWA said the association’s primary objective is to create a positive platform for dialogue between flat purchasers and the project stakeholders, helping address practical concerns and support the smooth completion of the project.

The Association noted that an Agreement for Sale available with it had indicated March 31, 2026 as the possession date. MFOWA said the focus now should be on maintaining momentum, completing the remaining work and establishing a practical roadmap that gives purchasers greater confidence about the path ahead.

Working Towards a Positive Resolution

The Association has called for a detailed discussion on the project’s current construction progress, the work remaining across different areas and the steps required to move towards completion.

MFOWA said purchasers would particularly benefit from regular and transparent updates on construction activity, essential facilities and the overall development timeline. The Association believes that better communication can help reduce uncertainty and allow families to plan their next steps with greater confidence.

The Association also highlighted the importance of completing key facilities and common infrastructure, including water supply, electricity, drainage, roads, lifts, fire-safety arrangements and other amenities required for comfortable living.

Focus on Transparency and Coordination

MFOWA has expressed its willingness to participate in discussions with the developer, project professionals, financial institutions wherever necessary and representatives of flat purchasers to identify practical solutions and support the project’s progress.

According to MFOWA, the objective is to establish a clear, realistic and time-bound roadmap covering the remaining work and the transition towards possession.

The Association believes that regular communication between stakeholders can also help purchasers better understand construction milestones, financial commitments and the sequence of activities leading up to completion.

Continued Efforts Towards Amicable Engagement

MFOWA stated that it had earlier invited the developer for a Friendly Amicable Settlement Meeting through Mediation to discuss the project’s progress, remaining work, financial matters and a possible possession plan.

The Association said it remains committed to keeping the dialogue constructive and solution-oriented. It believes that continued engagement can help create common ground and accelerate progress on matters important to purchasers.

MFOWA also acknowledged that completing a residential project of this scale involves coordination across multiple areas. The Association said its intention is to support that process by bringing purchaser concerns into a structured and constructive conversation.

New Delhi [India], August 15: The Tractor and Mechanization Association (TMA), the apex industry body representing India’s tractor and farm mechanization sector, has appointed Mr. G. S. Grewal as its President for the 2026–28 term.

The announcement was made during TMA’s Annual General Meeting and Annual Business Session held in New Delhi.

Mr. Grewal brings more than 36 years of experience in the tractor and agricultural machinery industry, with extensive leadership experience across sales, marketing, dealer development, customer support and business management. He currently serves as Chief Advisor at Escorts Kubota Limited and has previously served as Managing Director of Kubota Agricultural Machinery India.

During his long association with the industry, Mr. Grewal has worked closely with customers, dealers, industry stakeholders and policymakers, giving him a broad perspective on the opportunities and challenges facing Indian agriculture and farm mechanization.

Surat Future Foundation and Shakti Group Companies collaborate with India Post to collect used national flags

Surat (Gujarat) [India], August 15: In an initiative aimed at maintaining the dignity and honour of the national flag and preventing used flags from being discarded on roads or other public places, Surat Future Foundation, in collaboration with India Post (Surat Division), has launched a special Tiranga collection campaign.

Around 350 flag collection boxes have been installed across Surat, including at post offices and other public locations. The initiative is sponsored by Shakti Group Companies.

Parth Mehta of Surat Future Foundation said the collection boxes have been placed at various post offices, schools, colleges, universities and other public places. Citizens can respectfully deposit used national flags in these boxes instead of discarding them. The collection boxes will remain available until August 21.

Following completion of the campaign, the collected national flags will be respectfully and appropriately disposed of in accordance with the Flag Code of India. The initiative aims to ensure that the honour of the national flag is maintained even after it has been used.

Shreyansh Goyal of Shakti Group Companies said that used national flags are sometimes found lying on roads, while many people are unsure about the appropriate way to dispose of a national flag and therefore continue to keep it at home. He said that the campaign has been launched to address this situation and see that the national flag continues to be treated with respect.

MahaRERA and the state government should restore RERA’s declaration-based registration model, with detailed scrutiny handled later through audits, inspections, complaints and penalties for false disclosures.

Pune (Maharashtra) [India], August 5: MahaRERA was constituted with a view to making Maharashtra’s real estate market transparent, accountable and reliable. It must remain strongly committed to that goal and to protecting the interests of homebuyers. But nearly a decade later, it is becoming increasingly evident that MahaRERA needs a serious operational reset – one that protects homebuyers without turning legitimate project development into an open-ended compliance exercise.

While substantial progress has been made towards the objectives of the Act, serious modifications are now needed to accelerate that progress and make the system work better for all stakeholders.

The first years of MahaRERA showed what was possible. The authority became functional in May 2017, with Gautam Chatterjee as its first chairman. Its original digital-first registration model helped Maharashtra take an early lead in RERA implementation.

The legal position is clear: a promoter cannot advertise or sell a real estate project without registration, and each phase of a phased development is treated as a separate real estate project for registration purposes.

The crucial lesson from that period was not that oversight was unnecessary. Rather, it was that regulation could be fast, transparent and largely based on promoter disclosures, with clear consequences for incorrect or misleading declarations. The promoter was responsible for compliance, while the regulator ensured public visibility and enforcement.

This balance appears to have gradually broken down.

Shri Manoj Saunik is the current Chairman of MahaRERA. He took charge in September 2024 after the tenure of Shri Ajoy Mehta came to an end. Shri Mehta had taken the helm in February 2021, at a difficult time for the sector, when the aftermath of COVID-19 was still affecting construction, finances and dispute resolution.

The pressure on the institution is tangible. MahaRERA’s 2023-24 annual report recorded 24,906 complaints, including 23,932 against registered projects.

Excessive Complexity Harms RE Industry

A strong regulator is necessary when dealing with such volumes. But volume alone does not justify a system in which every registration, correction, extension or amendment becomes slower, more document-heavy and reliant on intermediaries. A regulator should not become a parallel planning authority, a proxy for municipal bodies, or an additional procedural layer on top of an already crowded approval framework.

We, Maharashtra’s developers, do not ask for less accountability. Rather, what we seek is clarity, proportionality and predictability in regulation. Buyers, too, benefit when viable projects are registered early, financed properly, constructed on time and delivered with fewer disputes.

Reinstating Declaration-Based Registration

The state government and MahaRERA need to revisit whether project registration has drifted too far from the declaration-based framework envisaged under RERA. Registration should focus on whether the required disclosures, approvals and professional certifications have been submitted in the prescribed form. Detailed verification and enforcement can then follow through risk-based audits, complaints, inspections and penalties for false disclosure.

This is especially relevant in relation to development potential and revisions to approved plans. In many large developments, plans evolve because of legitimate design changes, updated approvals, infrastructure conditions or implementation requirements. Where a project’s stated FSI position changes within the permissions allowed by the planning regime, the promoter should be able to update the registration through a defined, time-bound process rather than having to enter a correction cycle repeatedly.

MahaRERA should also issue a clear policy on phase-wise and vertical registration. The Act itself acknowledges that a phased project may be registered in stages. The ability to register a logically independent vertical or phase – with clear disclosure of common infrastructure, access, obligations and timelines – can lead to better funding discipline and greater buyer transparency in high-density urban markets such as Mumbai and Pune.

The question is not whether this should be permitted without safeguards. It should not. The question is whether those safeguards can be standardised rather than determined afresh in every application.

Cut Down Unnecessary Complexity

MahaRERA’s circulars and orders are useful when they clarify the law. Public records from the authority show that circulars have addressed matters ranging from approvals and complaint hearings to project grading, quality assurance, bank accounts and stakeholder training for the MahaCRITI software system.

But every new requirement should pass a simple test: Is it clearly supported by the Act or rules? Is it necessary to protect buyers? And can it be complied with through the portal without leaving room for subjective interpretation?

If the answer is no, the requirement should be reviewed or withdrawn. Compliance through circulars cannot quietly grow into a second set of rules. Frequent changes to forms, IT processes and documentation requirements create uncertainty for everyone involved – developers, homebuyers, lenders, architects, lawyers and project consultants.

The government should commission an independent audit of MahaRERA’s registration processes, technology contracts, staffing levels, response times and user experience. This audit should examine vendor performance, transparency, procurement compliance, data security and measurable delivery outcomes.

It should not be directed at any specific company unless a proper investigation establishes a specific concern. Claims about individual contractors, including claims of blacklisting elsewhere, cannot be treated as conclusive without official records and should not, by themselves, drive policy decisions.

Technology can reduce delay and discretion. A well-designed portal can flag missing documents, identify inconsistent disclosures, track approvals, provide standardised amendment pathways and publish application-stage timelines. The state may consider engaging specialised technology and process-management firms through transparent procurement, while regulatory decisions remain with MahaRERA.

In today’s world, such processes should be the norm, leaving little scope for discretion at junior levels. Excessive discretion can create inconsistent interpretations, avoidable subjectivity and, at times, coercive practices. The goal should be a lean and accountable institution – not an office where applicants must navigate multiple desks, departments and consultants simply to understand what is required of them.

Recognise Genuine Delays

Another important issue that must be addressed is delays beyond the promoter’s control. Planning authorities, utilities and other public agencies can cause administrative delays that stall projects even when construction is substantially complete.

Delays in MHADA processes can be especially damaging in redevelopment and social-housing projects, where occupation certificates and possession may depend on actions outside the developer’s control. MHADA has acknowledged issues relating to occupation certificates in certain redeveloped colonies and introduced a six-month amnesty arrangement for specified cases in 2024.

Regulatory responses to external supply-chain disruptions also need to be more realistic. Recent reports have highlighted how trade and energy disruptions in the Middle East have placed pressure on tiles, sanitaryware, marble, steel and cement. Gas constraints, for instance, can affect manufacturing and supply timelines.

These events should not automatically excuse delay, nor should they be used as a blanket defence. But MahaRERA should establish a transparent framework for assessing force majeure and government-related delays – one that distinguishes between avoidable project mismanagement and events genuinely beyond a project’s control.

If a public authority fails to fulfil an obligation linked to an OC or social-housing requirement, an automatic compensation order against the promoter may be financially unfair and, in the longer run, may harm buyers as well. The answer is not to deny buyers relief. It is to establish a process that correctly identifies responsibility, clearly records the delay and, where necessary, brings the responsible public agency into the process.

A Time-Bound Reform Plan

We therefore urge the Maharashtra government to constitute a 30-day reform committee comprising former MahaRERA leaders, consumer representatives, planners, legal experts, lenders, technology specialists and developer bodies.

Its mandate should be practical: simplify registration, set timelines for amendments, standardise phase-wise and vertical-registration rules, rationalise circulars, improve portal accountability, and establish a fair mechanism to address delays caused by government agencies or force majeure events.

MahaRERA remains one of Maharashtra’s most important institutions. It has processed more than 52,000 project registrations and over 25,000 complaint orders, demonstrating both its scale and public importance.

If the objective of the Act is to regulate and support the industry while protecting homebuyers, accountability must extend beyond developers alone. Planning authorities and other public agencies are integral stakeholders in the real estate-development process. Bringing their actions, timelines and delays within a suitable RERA-led accountability framework would significantly improve time-bound project delivery in the interests of homebuyers.

It is time for RERA 2.0 – an approach that makes meaningful procedural changes, enables real estate to deliver better outcomes for customers, and allows the sector to function as a stronger economic engine for Maharashtra. Reforming the way MahaRERA functions is not an argument against regulation. It is an argument for faster, clearer and more credible regulation. After all, the housing market cannot adequately serve buyers if compliant projects become unviable before they are completed.
